Directs MN.IT (Minnesota Information Technology Services) to provide information technology services to the Campaign Finance and Public Disclosure Board, State Lottery, and Statewide Radio Board once the chief information officer certifies these systems meet professional and technical standards.

Removes these three entities from the exemption list of organizations not subject to MN.IT service requirements, making them state agencies for IT service purposes.

Limits severance pay for highly compensated state employees (earning over 60% of the governor's salary) to the lesser of six months' pay or 35% of accumulated unused sick leave hours.

Prohibits severance pay eligibility for commissioners, deputy commissioners, assistant commissioners, the state chief information officer, and any unclassified public officials, regardless of compensation level.

Effective date for severance pay provisions is the day following final enactment.
