Designates obstruction of traffic on freeways or airport property as a gross misdemeanor, with exemptions for law enforcement, emergency responders, road/airport authorities, and utility officials performing their duties.

Defines "airport" as an airport with a control tower and airline service, and "freeway" as a divided highway where vehicular access and egress is only through entrance and exit ramps.

Increases penalties for unlawful interference with transit vehicle operation: imprisonment up to one year or fine up to $3,000 (previously 90 days or $1,000) for violations without force or violence.

Maintains three-year imprisonment or $5,000 fine for transit interference accompanied by force, violence, or threats of force or violence.

Effective date of August 1, 2018 for all amended provisions, applying to crimes committed on or after that date.
