Requires all abortion facilities in Minnesota performing abortions for 10 or more women per month to obtain a license from the commissioner of health beginning July 1, 2018, with separate licenses required for each location.

Abortion facilities must be accredited or members of a national accrediting organization establishing evidence-based clinical standards, either before licensure or within six months of application.

Sets biennial and temporary license fees at $365 each, with licenses expiring two years from issuance and temporary licenses valid for six months with one six-month renewal option.

Requires routine and comprehensive inspections prior to initial licensure and at least every two years thereafter, with unannounced inspections permitted and no prior notice required.

Appropriates $55,000 for fiscal year 2018 and $8,000 for fiscal year 2019 from the state government special revenue fund to the commissioner of health for licensing activities.
