Establishes an Education Partnerships Coalition Fund administered by the commissioner of education to support coordinated education partnerships providing evidence-based support services to close opportunity gaps in communities experiencing poverty.

Creates three tiers of grants: Tier 1 (sustaining grants for existing programs), Tier 2 (implementation grants for expanding activities), and Tier 3 (community planning grants for initial development).

Requires grant recipients to address nine service areas including kindergarten readiness, grade 3 reading proficiency, high school graduation, postsecondary attainment, physical and mental health, career skills development, parental engagement, community alignment, and remedial education reduction.

Establishes matching fund requirements: Tier 1 recipients must match grants dollar-for-dollar with nonstate funds; Tier 2 and Tier 3 recipients must match amounts exceeding $50,000.

Appropriates $4,100,000 annually for Tier 1 grants (2018-2019), $675,000 for Tier 2 grants, $200,000-$400,000 for Tier 3 grants, and $134,000 for administrative costs, with funds designated for specific named programs including Northside Achievement Zone and St. Paul Promise Neighborhood.
