• Establishes an Opiate Stewardship Advisory Council with 18 members to develop prevention, treatment, and recovery programs addressing Minnesota's opioid addiction and overdose epidemic.

• Creates a registration fee system for opiate manufacturers (up to $12,000,000 annually) and wholesale drug distributors (up to $8,000,000 annually) beginning June 1, 2019, with fees deposited into a new opiate stewardship account.

• Requires prescribers to access the prescription monitoring program before issuing initial controlled substance prescriptions and at least every three months for chronic pain or medication-assisted treatment patients (effective January 1, 2020).

• Limits opiate prescriptions for acute pain to a seven-day supply for adults and five-day supply for minors; four-day maximum for acute dental or refractive surgery pain, with clinical override authority for prescribers.

• Allocates opiate stewardship account funds to child protection services (50% minimum), Board of Pharmacy operations, law enforcement drug programs, evaluation activities, and advisory council grants and administration.
