Amends Minnesota Statutes 2016, section 120B.232, subdivision 1, to modify character development education requirements in schools.

Establishes character education as a shared responsibility of parents, teachers, and community members to support positive character development.

Encourages school districts to integrate character education instruction into existing programs and curricula, covering qualities such as attentiveness, truthfulness, respect for authority, diligence, gratefulness, self-discipline, patience, forgiveness, respect for others, peacemaking, and resourcefulness.

Requires the commissioner to provide assistance upon request from districts to develop character education curriculum and programs.

Allows for voluntary programs in elementary, middle, and high schools that incorporate the history and values of Congressional Medal of Honor recipients, which may be offered as part of social studies, English language arts, schoolwide initiatives, or after-school programs.
