Establishes a 13-member Advisory Task Force on Fiscal Notes comprised of 4 senators, 4 house members, the commissioner of management and budget or designee, state budget director or designee, 2 fiscal note coordinators, and 1 governor appointee, with senate and house fiscal analysts serving as nonvoting members.

Requires the task force to conduct a detailed review of the current fiscal note process under Minnesota Statutes section 3.98, considering timeliness, accuracy, cost-effectiveness, methods used by other states, and the 2012 legislative auditor's report on fiscal notes.

Directs the task force to evaluate whether a new independent legislative office should assume the commissioner of management and budget's fiscal note role, including assessing costs and safeguards needed for nonpartisan status.

Requires the task force to submit a report with recommendations to relevant legislative committees by June 1, 2018, including any draft legislation needed to implement the recommendations.

Initial appointments must be made by June 1, 2017, with the first meeting convened by August 1, 2017; the task force automatically expires after submitting its final report.
