Modifies appropriations for state road construction in Minnesota by amending Laws 2015, chapter 75, article 1, section 3, subdivision 3.

Increases State Road Construction appropriation from $779,664,000 to $849,166,000 (with base appropriations of $695,800,000 for fiscal years 2018 and 2019).

Adjusts Operations and Maintenance appropriation from $288,405,000 to $290,916,000 and Program Planning and Delivery from $237,529,000 to $231,252,000.

Increases Highway Debt Service appropriation from $197,381,000 to $231,199,000, with first year transfer of $187,881,000 and second year transfer of $221,699,000 to state bond fund.

Maintains various categorical allocations including $130,000 annually for targeted group business program, $266,000 for metropolitan planning organizations, and $900,000 for transportation studies outside the metropolitan area.
