Amends Minnesota Statutes section 120B.131 to reinstate state funding for the College-Level Examination Program (CLEP) fee reimbursement for high school students.

Schools must provide information to students about CLEP and the opportunity to receive college credit from Minnesota postsecondary institutions for successfully completing college-level courses.

State may reimburse CLEP examination fees for up to six exams per student in subjects including composition and literature, mathematics and science, social sciences and history, foreign languages, and business and humanities.

Commissioner must prioritize reimbursement for students from low-income families and establish application procedures, timelines, and passing score standards in consultation with the Minnesota State Colleges and Universities system.

Appropriates unspecified general fund amounts to the commissioner of education for fiscal years 2018 and 2019, with any unspent first-year balance carried forward to the second year.
