Amends Minnesota Statutes section 124D.695 to expand the definition of approved recovery programs to include two additional approved programs.

Requires the commissioner of education to approve unreimbursed pupil transportation costs incurred by students participating in approved recovery programs.

Increases annual recovery program grants to cover both recovery program support staff costs and approved pupil transportation expenses, with a maximum grant of $125,000 per program.

Appropriates $750,000 for fiscal year 2018 and $750,000 for fiscal year 2019 from the general fund to the commissioner of education for recovery program grants.

Allows any unspent appropriation balance from fiscal year 2018 to carry over and remain available in fiscal year 2019.
