Amends Minnesota Statutes 2016, section 116.03 by adding a definition and procedural requirements for "Clean Air Act settlement money"

Defines Clean Air Act settlement money as funds paid to the state from litigation or settlements related to alleged violations of the federal Clean Air Act by automobile manufacturers

Requires the commissioner of management and budget to establish a Clean Air Act settlement account in the environmental fund and deposit all such settlement money into that account

Prohibits spending Clean Air Act settlement money until it is specifically appropriated by law, overriding standard appropriation procedures under sections 16A.013 to 16A.016

Requires the commissioner to eliminate the Clean Air Act settlement account after all settlement money has been expended
