Renames the Internet access program to the "K-12 broadband equity aid program" and removes the fiscal year 2006 start date restriction for district aid eligibility.

District aid equals approved costs exceeding $16 times adjusted pupil units for the previous fiscal year, with no reduction if the district is part of an organized telecommunications access cluster.

Nonpublic schools receive aid equal to the lesser of 90 percent of approved costs exceeding $10 times weighted pupils or the district's aid per pupil unit times weighted pupils, with districts able to claim up to 5 percent for administrative costs.

Appropriates $9,450,000 for fiscal year 2018 and $9,650,000 for fiscal year 2019 from the general fund to the commissioner of education for K-12 broadband equity aid.

Allows unused first-year appropriations to carry forward into the second year rather than canceling.
