Amends Minnesota Statutes section 126C.10, subdivision 13a, to clarify the operating capital levy calculation for school districts.

Sets the operating capital equalizing factor at $19,972 for fiscal year 2018 and $22,912 for fiscal year 2019 and later (removing the previous $15,740 factor for fiscal year 2017).

Allows districts to levy an amount not exceeding the product of operating capital revenue times the lesser of one or the ratio of adjusted net tax capacity per adjusted pupil unit to the equalizing factor.

Effective for revenue for fiscal year 2018 and later.
