Amends Minnesota Statutes section 124D.111, subdivision 2a to require the Commissioner of Health to post eligibility criteria and application information for nonprofit organizations seeking approval as multisite sponsoring organizations under the federal Child and Adult Care Food Program, effective October 1, 2017.

Requires posted information to include the criteria used to approve or disapprove applications, including how applicants demonstrate financial viability for the Minnesota program.

Requires posted information to include the Commissioner's process and timeline for notifying applicants of approval or disapproval decisions and the explanation provided for disapprovals.

Requires posted information to describe any appeal or recourse available to disapproved applicants.

Transfers administration of the Child and Adult Care Food Program from the Department of Education to the Department of Health, effective the day following final enactment, with the Department of Education required to provide assistance necessary for the transfer.
