School districts must provide free admission to homeless pupils and cannot deny enrollment based on inability to determine residency.

The serving district is responsible for transporting homeless pupils to their district of residence and may continue transportation through the end of the academic year, and upon request, for the following year.

School boards must include strategies for improving instruction, curriculum, student achievement, and continuity of services for homeless and formerly homeless students in their long-term strategic plans.

Regional centers of excellence must provide staff development and training opportunities for school district and charter school homeless liaisons and other staff supporting homeless students.

A charter school or school district exceeding the special education aid increase limit may do so by the amount of costs incurred providing transportation to homeless students.
