Adopts the permanent rules from the 89th session as temporary rules for the 90th session, effective until permanent rules are adopted by majority vote.

Prohibits bill introductions on the first day of the session.

Restructures Senate standing committees, creating new committees including "Aging and Long-Term Care Policy," "Commerce and Consumer Protection Finance and Policy," "E-12 Education Finance," "E-12 Education Policy," and "Veterans and Military Affairs Finance and Policy."

Expands the list of omnibus appropriations bills from 9 to 14 categories, adding agriculture, commerce and consumer protection, energy and utilities, jobs and economic growth, and veterans and military affairs appropriations bills.

Removes references to "divisions" and "committee divisions" throughout the rules, consolidating committee structure by eliminating the division-level structure while maintaining standing committees and subcommittees.
