Authorizes the Health and Human Services Finance and Policy Committee and the Human Services Reform Finance and Policy Committee to sit jointly as a single committee under Mason's Manual of Legislative Procedure, Section 659.

Grants the joint committee jurisdiction over both committees' areas for consideration and action on the 2017 Omnibus Health and Human Services appropriations bill.

Committee reports shall count as reports from both the Health and Human Services Finance and Policy Committee and the Human Services Reform Finance and Policy Committee.

Establishes joint committee membership of 18 members, with co-chairs Abeler and Benson, co-leads Hayden and Lourey, and 14 additional members listed.

Joint committee terminates upon the Senate's adoption of its report on the omnibus appropriations bill.
