Terminates the peacetime emergency declared by Governor Walz under Executive Order 20-01 on March 13, 2020, using the legislature's authority under Minnesota Statutes, section 12.31, subdivision 2, paragraph (b).

Acknowledges the governor's honorable intentions in declaring the emergency to save lives and slow COVID-19 spread, but argues the continuation has caused significant economic and social harm including business suspensions, job losses, revenue declines, and mental health complications.

Notes the legislature had appropriated $519,120,000 to support hospitals, clinics, medical professionals, and first responders in responding to COVID-19.

Directs the Chief Clerk of the House to prepare an enrolled copy of the resolution to be signed by House and Senate leadership and transmitted to the Governor.
