Terminates the peacetime emergency declared by Governor Walz under Executive Order 20-01 on March 13, 2020, using legislative authority under Minnesota Statutes, section 12.31, subdivision 2, paragraph (b).

Acknowledges the Legislature appropriated $519,120,000 to support hospitals, clinics, medical professionals, first responders, and Minnesota residents in response to COVID-19.

Argues that continuing the governor's executive orders causes significant economic harm including suspension of business activities, loss of hundreds of thousands of jobs, falling state revenues, and risk of deep recession.

Claims the extended emergency orders negatively impact social well-being by increasing social isolation, mental health complications, suicide, drug and alcohol abuse, domestic abuse, and marital dissolution.

Directs the Chief Clerk of the House to prepare an enrolled copy of the resolution, authenticated by the Speaker of the House, Chair of the Senate Rules and Administration Committee, and Secretary of the Senate, for transmittal to the Governor.
