Terminates the Governor's peacetime emergency declaration (Executive Order 20-01) effective at 12:01 a.m. on April 15, 2020, and the extension in Executive Order 20-35 from April 13, 2020.

Keeps 21 specific executive orders in effect (20-02, 20-03, 20-06, 20-07, 20-10, 20-13, 20-14, 20-16, 20-19, 20-21, 20-22, 20-23, 20-24, 20-25, 20-26, 20-27, 20-28, 20-29, 20-31, and 20-34) until rescinded by the legislature through subsequent concurrent resolution.

Continues provisions in Laws 2020, chapter 71 and COVID-19 response legislation passed on April 14, 2020 that depend on the emergency declaration.

Requires vulnerable Minnesotans to observe stay-at-home practices for ten weeks from adoption or 30 days after peak deaths in Minnesota, whichever is sooner; non-vulnerable Minnesotans must practice physical distancing for 21 days.

Directs the Chief Clerk of the House to prepare and transmit an enrolled copy of the resolution to the Governor, authenticated by specified legislative leaders.
