Requires sheriffs or correctional officers to provide same-sex custodial escorts when transferring inmates more than 100 miles, with expenses paid from county funds.

Exempts officers from providing same-sex escorts if the transport vehicle has operational video and audio recording equipment positioned to record the inmate's location during the entire transfer.

Mandates that recordings of inmate transfers be maintained by the sheriff or employing agency for at least 12 months after the transfer date.

Allows sheriffs to employ suitable persons to serve as escorts when needed.
