Prohibits telecommunications and Internet service providers with franchise agreements, right-of-way agreements, or contracts with Minnesota state or political subdivisions from collecting personal information from customers without express written approval.

Applies to providers using facilities subject to such agreements even if they are not a party to the agreement itself.

Prohibits service providers from refusing to provide services to customers based solely on the customer's refusal to approve personal information collection.

Becomes effective the day following final enactment.
