HF1061 Summary

• Prohibits the commissioner of public safety from suspending a driver's license based solely on failure to appear in court for petty misdemeanor violations or violations of section 171.24, subdivision 1.

• Prohibits license suspension based solely on failure to pay fines or surcharges for traffic violations; removes the 30-day automatic suspension for non-payment.

• Makes driver's licenses eligible for retroactive reinstatement for individuals whose licenses were suspended only for failure to appear in court or failure to pay fines, upon payment of a $20 reinstatement fee by December 1, 2019.

• Requires annual reports by February 15 from the commissioner of public safety and state court administrator detailing driver's license suspensions, revocations, charges, convictions, and fine payment data broken down by type and county.

• Effective date for retroactive reinstatement provisions is August 1, 2019.
