Removes the requirement that cities own and operate a municipal liquor store in order to issue on-sale liquor licenses to hotels, clubs, and restaurants.

Allows cities that issue on-sale licenses to continue operating an existing municipal liquor store or resume operation of a previously discontinued store.

Prohibits cities from denying retail liquor licenses to private businesses on the grounds that the license would compete with the municipal liquor store.

Removes the requirement that cities disclose in their notice of intent whether the municipality will be engaging in liquor sales to the exclusion of all private interests.
