Expands mental health instruction requirements to include grades 4-12 instead of grades 6-12 in Minnesota schools.

Changes the commissioner's role from "encouraged" to "must" provide resources to districts and charter schools by July 1, 2020, and July 1 of each even-numbered year thereafter.

Requires the commissioner to provide age-appropriate model learning activities aligned with National Health Education Standards and department benchmarks for mental health education.

Mandates that the commissioner create a directory of resources for implementing mental health curriculum that specifically includes suicide and self-harm prevention materials.

Commissioner of Education must consult with the commissioner of human services and mental health organizations when developing these resources and materials.
