Permits jurisdictions to employ electronic voting systems that display ballots on electronic devices and produce marked paper ballots, notwithstanding existing ballot format requirements.

Requires electronic voting systems purchased on or after June 4, 2005 to create marked paper ballots indicating the election date, precinct name, electronically readable precinct identifier or ballot style indicator, and voter's choices.

Prohibits jurisdictions using multiple ballot formats from recording which electronic voting system format was used by any particular voter.

Adds requirement to precinct summary statements to report the number of voted ballots generated from electronic devices under the new alternative ballot style provision.

Bars election judges from participating in recounts or postelection reviews in precincts where the electronic ballot format was used by ten or fewer voters.
