Prohibits MNsure from retaining or collecting any portion of premiums for individual and small group market health and dental plans beginning January 1, 2020.

Prior to January 1, 2015, MNsure may retain up to 1.5 percent of total premiums to fund cash reserves, capped at 25 percent of 2012 baseline funds.

From January 1, 2015 through December 31, 2019, MNsure may retain up to 3.5 percent of total premiums to fund operations, with caps increasing from 50 percent to 100 percent of 2012 baseline funds.

Authorizes commissioner of management and budget to provide up to $20,000,000 in cash flow assistance to MNsure for fiscal years 2014 and 2015, with repayment plus interest required by June 30, 2015.

Operations funding must cover compensation for navigators participating in the navigator program.
