Establishes a provisional ballot procedure for voters whose registration status is marked as "challenged" or whose eligibility to vote is challenged under Minnesota law.

Voters casting provisional ballots must sign a provisional ballot roster, complete an envelope with their name, address, date of birth, and voter identification number, and swear they are eligible to vote and meet precinct residency requirements.

Provisional ballots must be counted in final certified results if the voter appears before the county auditor or municipal clerk within seven calendar days after the election and proves eligibility and precinct residence, or the statewide voter registration system confirms eligibility.

County auditor or municipal clerk must reconcile the number of signatures on the provisional ballot roster with accepted provisional ballots submitted, and must randomly withdraw excess ballots if numbers exceed signatures.

Effective June 1, 2019, for all elections held on or after that date.
