Lowers compulsory school attendance age from seven to six years old, effective for the 2020-2021 school year.

Requires school districts to offer free kindergarten instruction to all children at least five years old on September 1 of the school year, with exception available only upon application to the commissioner for extraordinary hardship.

Modifies assessment requirements for home-schooled children ages six through 16 to use nationally norm-referenced standardized achievement examinations.

Changes reporting requirements for non-public instruction providers to submit information by October 1 after a child reaches age six instead of age seven.

Allows school districts to spend general education revenue on extended-time kindergarten and prekindergarten programs, with flexibility to use all-day kindergarten revenue for three- and four-year-old programs.
