Requires every motorcycle owner registered or operated in Minnesota to maintain uninsured and underinsured motorist coverage through an insurance contract complying with section 65B.49, subdivision 3a, or by qualifying as a self-insurer.

Maintains existing requirement that motorcycle owners provide liability insurance security for tort liabilities arising from motorcycle maintenance or use in the state.

Requires insurers to attach a separate written notice in at least 10-point bold type to motorcycle insurance applications without personal injury protection (PIP) coverage, informing applicants that motorcycle policies only require liability coverage and that auto insurance PIP coverage does not extend to motorcycle accidents.
