Allow electronic rosters to accept voter registration applications and voter signature certificates signed electronically, with a printed copy provided indicating electronic signature.

Require electronic rosters to provide a printed voter signature certificate containing the voter's name, address, date of birth, voter identification number, required oath, and signature space.

Electronically signed voter signature certificates and voter registration applications must be retained pursuant to sections 204B.40 and 325L.12.

Election judges shall determine the number of ballots to be counted by counting either the number of original voter signature certificates or the number of voter receipts.

Each precinct using electronic rosters must have a secretary of state-approved paper backup system present at the polling place for use if the electronic roster becomes unavailable.
