Appropriates $150,000 in fiscal year 2020 and $150,000 in fiscal year 2021 from the clean water fund to the Pollution Control Agency commissioner for grants to the Red River Watershed Management Board.

Funds enhance and expand existing water quality and watershed monitoring river watch activities in schools located in the Red River of the North watershed.

Requires the Red River Watershed Management Board to provide a report by February 15, 2021 to the commissioner and relevant legislative committees on how the appropriation was spent.
