Restricts annexation of designated areas under orderly annexation agreements to only the methods and procedures specified in the agreement itself.

Prohibits municipalities that are not parties to an orderly annexation agreement from annexing property subject to that agreement.

Requires that any petitions or filings by non-parties seeking to annex property covered by an orderly annexation agreement be denied once the parcel is identified.

Voids and makes unenforceable any ordinances adopted by non-party municipalities attempting to annex property subject to an orderly annexation agreement.

Becomes effective the day following final enactment.
