Appropriates $350,000 in fiscal year 2020 from the general fund to the Environmental Quality Board for a grant to the University of Minnesota Water Resources Center to conduct a comprehensive study of managed aquifer recharge economic benefits.

Requires the study to examine potential benefits of enhancing groundwater recharge in water-stressed areas, assess impacts of changing precipitation patterns on recharge rates, and review approaches to manage recharge in geologically appropriate areas.

Mandates the study identify policy options, costs, and barriers to groundwater recharge and assess economic returns of recharge options.

Requires the Water Resources Center to convene a stakeholder group and provide public participation in conducting the study.

Requires findings and recommendations to be submitted by January 15, 2021 to legislative committees and divisions with jurisdiction over environment and natural resources policy.
