Allows voters with temporary or permanent disabilities to request absentee ballots be transmitted electronically in accessible formats that can be marked using accessible software or devices.

Requires county auditors to electronically transmit ballots, instructions, and voter eligibility certificates to eligible voters upon receipt of a properly completed application.

Electronic materials must comply with accessibility standards developed under Minnesota Statutes section 16E.03, subdivision 9.

County auditors or municipal clerks must provide a return envelope with first-class postage to voters requesting accessible ballots, which must be returned in a sealed envelope.

Voters with disabilities are added to the list of eligible voters who may apply for ballots under chapter 203B absentee ballot procedures.
