Defines "sanctuary city" as any home rule or statutory city that adopts an ordinance or policy prohibiting public safety officials from inquiring about immigration status, cooperating with federal immigration enforcement, sharing immigration data, or maintaining citizenship records.

Prohibits cities determined to be sanctuary cities from receiving state aid payments under Minnesota Statutes sections 477A.011 to 477A.03.

Requires the state auditor to compile lists of sanctuary cities by June 1 and December 1 each year and provide to the commissioner of revenue to withhold first and second aid payments respectively.

Mandates city mayors file certifications with the state auditor by November 15, 2019, and with subsequent financial reports stating whether their city is a sanctuary city; cities failing to certify are presumed to be sanctuary cities.

Takes effect the day after final enactment and applies beginning with the second aid payment under Minnesota Statutes section 477A.015 in calendar year 2019.
