Commissioner of Education must develop an academic achievement rating system using performance indicators under state law and federal Every Student Succeeds Act requirements to provide parents and students with brief overview of school and district performance.

Each school and district receives a one to five star rating based on cumulative score of adopted criteria, with star ratings and component scores reported annually on the Department of Education website.

Commissioner must adopt rules through expedited process to establish rating system components, their weighting, and implementation procedures.

School performance reports must prominently display each school's and district's star rating and underlying scores along with proficiency and growth rates required by federal law.

Data analysis and reporting must disaggregate results by specific student categories including race/ethnicity groups, English learners, students in foster care, and other federal categories to identify disparities in achievement.
