Prohibits sales of tobacco, tobacco-related devices, electronic delivery devices, and nicotine or lobelia delivery products from moveable places of business, including kiosks, transportable structures, and motorized or nonmotorized vehicles.

Creates exemption for persons who manufacture and sell hand-rolled cigars and have been licensed under section 297F.03 for at least five years.

Requires exempt hand-rolled cigar sellers to provide on-site demonstrations of cigar rolling and cultural education at the point of sale.

Requires exempt sellers to pay all applicable taxes and exempts them from local tobacco licensing requirements if all conditions are met.
