Requires the Department of Education to provide leadership, consultation, and technical assistance to school districts on Title IX coordinator responsibilities and compliance with state and federal sexual harassment and sex discrimination laws.

Mandates the Department of Education collaborate with the Minnesota Department of Health Sexual Violence Prevention Unit and Minnesota Department of Human Rights to establish model protocols, materials, and training for district Title IX coordinators.

Requires the Department of Education to provide biennial training to Title IX coordinators covering state and federal sexual harassment and sex discrimination laws, investigation procedures, and prevention policies focused on changing culture.

Directs the Department of Education to provide on-request training to schools on preventing and responding to sexual violence, conducting trauma-informed investigations, and providing victim accommodations and redress.

Appropriates funds from the general fund to the Department of Education for fiscal years 2020 and 2021 for costs related to sexual harassment and sex discrimination training and compliance, with any first-year balance carrying forward to the second year.
