Expands guidance and counseling services to elementary pupils and American Indian-controlled tribal contract or grant school pupils enrolled in nonpublic schools, previously limited to secondary pupils only.

Modifies allotment calculations for guidance and counseling services to be based on average expenditure per public school elementary and secondary pupils separately, rather than a single secondary pupil rate.

Requires the Department of Education to compute and establish average public school expenditure per pupil for health services and guidance and counseling services by February 1 of the preceding school year.

Districts or intermediary service areas cannot expend amounts for pupil support services exceeding the amount allotted under this section.

Appropriates unspecified amounts from the general fund to the commissioner of education for fiscal years 2020 and 2021 for nonpublic pupil aid, with effective date for revenue in fiscal year 2020 and later.
