Commissioner of Management and Budget must develop disparity impact notes for proposed legislation upon request from standing committee chairs or ranking minority members if enactment could significantly affect disparities, with completion within ten days and public availability.

Defines "disparities" as differences in economic, employment, health, education, or public safety outcomes between the state population and subgroups defined by race, gender, and geography.

State agencies must certify to the Commissioner of Human Rights before implementing new programs that they have taken actions to ensure the programs will decrease or not increase relevant disparities.

Each state agency must provide biannual certifications to the Commissioner of Human Rights by June 30 and December 15 documenting actions taken to ensure existing programs decrease or do not increase disparities, with the commissioner reporting to legislative committees by February 15 each year.

Budget change items requesting new or increased funding must include a succinct analysis of whether the funding is likely to increase or decrease disparities.
