Commissioner of education must appoint a working group by July 1, 2019, including special education administrators, teachers, school board members, parents of children with disabilities, disability advocacy organizations, and Department of Education compliance staff.

First meeting must convene no later than July 15, 2019, with the commissioner providing support and meeting space; meetings are subject to open meeting law requirements.

Working group members serve without compensation but may be reimbursed for actual and necessary expenses under the commissioner's plan.

Working group must make recommendations for improving alignment between state guidance and federal law requirements on prior written notice by January 15, 2020, and report findings to legislative committees with K-12 education jurisdiction.

Section expires January 16, 2020, or the day after submitting the required report, whichever is earlier.
