Appropriates unspecified amounts for fiscal years 2020 and 2021 from an unspecified fund to the Commissioner of Health to expand source water protection efforts for rivers and groundwater sources serving private wells.

Requires collection of new water-quality information and mapping of the state's most vulnerable aquifers that serve as primary drinking water sources for private wells, with information made available to the public.

Mandates development and implementation of two real-time pilot monitoring sites above municipal drinking water intakes on one or more rivers to detect potential threats to public water supplies.

Requires improved monitoring and public dissemination of information about contaminants in private well drinking water sources and in rivers and lakes used for municipal drinking water.

Directs the Commissioner of Health to report by November 1, 2020 to relevant legislative committees with recommendations for regulatory, policy, and statutory changes to protect vulnerable aquifers and municipal water sources.

Requires cooperation from the Commissioners of Agriculture, Natural Resources, and the Pollution Control Agency, along with all other state agencies in implementing the act.
