Individuals who properly complete applications for new or renewed Minnesota driver's licenses, instruction permits, or identification cards and are eligible to vote under Minnesota law must be automatically registered to vote.

The Commissioner of Public Safety must modify driver's license and identification card application forms to serve as voter registration applications and must transmit applicant information daily by electronic means to the Secretary of State.

The Secretary of State must determine applicant eligibility to vote by checking citizenship status, age (18 or older), and comparing information with data received under section 201.145; applicants under 18 years old must wait until turning 18 before eligibility is finalized.

County auditors must mail voter registration notices to automatically registered voters and allow voters to decline registration by submitting a written request; registration applications completed within 20 days before an election become effective the day after the election.

An unspecified amount of fiscal year 2020 general fund money is appropriated to the Commissioner of Public Safety to implement these requirements, effective July 1, 2019.
