HF 1329 - Teacher Licensure Requirements

• Tier 1 license renewal limited to one time instead of three times, unless the requesting district demonstrates good cause; career and technical education and shortage area teachers may renew without limitation.

• Tier 2 license renewal reduced from three times to two times; removes requirement for completed coursework and allows candidates to either be enrolled in or have completed a Minnesota-approved teacher preparation program.

• Tier 3 license now includes a new option: three years of teaching experience under a Tier 2 license with satisfactory summative evaluations that did not result in an improvement process.

• Tier 4 license now requires that the candidate's most recent summative evaluation did not result in placing or otherwise keeping the teacher in an improvement process.

• School administrators prohibited from placing students in kindergarten through grade 12 with Tier 1 or Tier 2 license teachers who are in improvement processes or lack summative evaluations if the student previously had a teacher who received discipline.
