Authorizes the commissioner to issue military ready reserve special license plates to current or former members of the 934th Airlift Wing of the Air Force Ready Reserve or the 133rd Airlift Wing of the Minnesota Air National Guard who own passenger automobiles, pickup trucks, motorcycles, or recreational motor vehicles.

Requires applicants to pay a $10 fee per plate set, standard registration taxes, and contribute a minimum of $20 annually to the 96th Airlift Squadron account.

Allows representatives from the 934th and 133rd Airlift Wings to design the special plates, subject to commissioner approval.

Permits plate transfer to another qualified vehicle registered to the same individual upon payment of a $5 transfer fee.

Credits collected fees to the vehicle services operating account, while annual contributions support the 96th Airlift Squadron account for charitable donations to military families and veterans organizations; effective January 1, 2020.
