• Voter registration applications must include a checkbox allowing voters to indicate their preference to join a permanent absentee voter list.

• Eligible voters who join the permanent absentee voter list automatically receive an absentee ballot application before each election (except mail-conducted elections).

• County auditors and municipal clerks must mail absentee ballot applications to permanent list voters at least 60 days before regularly scheduled primaries and general elections, or at least 45 days before other elections.

• Absentee ballots must be mailed to permanent list voters at least 46 days before elections, except town clerks conducting March town general elections must deliver ballots at least 30 days before.

• A voter's permanent absentee status ends upon written request, death, undeliverable ballot return, or change to "challenged" or "inactive" status in the statewide voter registration system.

• Effective July 1, 2020, for all elections conducted on or after that date.
