Health carriers and preferred provider organizations must open their mental health provider networks to all licensed mental health providers who accept the same terms and conditions offered to all network providers.

Health carriers may require mental health providers to meet reasonable referral requests, utilization review, and quality assurance requirements consistent with other network providers.

Health carriers cannot impose co-payments, fees, or other cost-sharing requirements specifically for selecting or designating a network provider, though standard cost-sharing may apply uniformly to all providers in the network.

Providers are not required to contract with health carriers or accept specific payment rates, and carriers remain not obligated to cover services not included in the enrollee's health plan.

An unspecified amount in fiscal year 2020 is appropriated to the commissioner of health for training primary care providers, mental health providers, and emergency service providers in evidence-based suicide assessment and treatment frameworks.
