Permits individualized education programs (IEPs) to report student performance on general state or districtwide assessments related to the student's educational needs.

Requires the commissioner of education to amend Minnesota Rules, part 3525.2810, subpart 2, item A to allow but not require IEPs to report student performance on general state or districtwide assessments.

Maintains existing IEP requirements including provision of appropriate special instruction and services, consideration of least restrictive environment, positive behavioral interventions, and transition planning for grade 9 students.

Establishes paraprofessional training and supervision requirements for school districts, including initial competency development in emergency procedures, disability-specific needs, and ongoing annual professional development.
