Amends Minnesota Statutes section 645.071 to allow Minnesota to observe advanced standard time (daylight saving time) year-round instead of switching between standard time and daylight saving time.

Requires all state departments, counties, cities, and towns to use only the federal standard time or advanced standard time as specified by federal law, prohibiting any other time standards or local ordinances setting different times.

Makes the change effective only upon enactment of a federal amendment to United States Code, title 15, section 260a, or other applicable law authorizing states to observe advanced standard time year-round.
